I was looking into cheap windows PCs (it seems like engageme.tv on a pc works better then the android phone app) and came across this list:

a couple of them even come with windows 10 for the OS, but they all seem to have atom
CPUs... which seem comparable to phones, but I have an older netbook with an atom cpu, and it cant run any video websites, so i'm wary...
