So as of July 15,2017, its been half a month now and i decided on the July 1st, i would see how much I make from yoolotto, with 6 lg optimus zone 3's, starting at $0 earnings, so now that it's been 15 days, half a month. I've made $14.00.

I am clearly not making the same as joe, so i fugured there's a problem there, in why i'm making so little, and i know there are others that having the same problem too. But what I want to know is how to fix it, what is the solution to correcting to this problem? and if there isn't, then yoolotto is just not cutting it and i need to switch the phones to a different app.

There is no fix. All apps are having low or no earnings this month. Take a break from looking at phone screens.
