About a 2 days ago I signed up to perk tv. After researching about the site for a bit, and I submitted a ticket to them if I would get banned if my android device suddenly starts to lag as well asked them if they don't permit dynamic ip address, when doing offers.

Just got reply back today ,and they told me this.

Thank you for emailing Perk Customer Support. Perk does not permit the use of VPN. If so you will be banned and your rewards will be cancelled. We ask that you use your normal IP address and not a VPN (or anything similar) with Perk apps and products.

What does this mean, that they consider having a Dynamic ip address the same as having a vpn?
