I'm kinda new to this and I see some people talk about clear app cache or something and how that helps. What apps does that help with and how do you do that? Sorry if this is a newb question.

That just means to get rid of any data you as the user have put on the app. You need a Jailbreak tweak from Cydia like CacheClearer to do it on iOS, otherwise you have to delete the app and reinstall to do this.

Android, you just have to go to settings > apps > [app name here] > clear data.
