I just got two from my local Walmart. Its store pick up only. I bought it online and they had it waiting for me at the front counter. The two Moto E gen 2's came up to be just under $50 for both. I would use 3rd gen just to make sure most apps works on it.

The two I bought came with Android 5.1 and a few sites state that they have already rolled out marshmallow in India on these devices. One of the articles can be found here https://www.androidpit.com/moto-g-android-update

How is that off topic?? Its running Android 5.1 and if they do in fact release marshmallow then it will support apps that require the Android updates. Might not be as fast as a 3rd gen Moto E but for a budget farm phone its working way better than I expected and it was only $20 brand new. Not to mention I dont even think 3rd gen has been released in the US yet. If it has, I am sure its over $100. I would take 6 of these phones over one 3rd gen any day. More phones to farm with. If you dont like the 2nd gens, then dont buy it but to everyone else this phone is pretty amazing so far for the price. ymmv but the two I got are running strong with little issues.
