Well it depends, do you want to run the EngageMe/EarnHoney mobile apps or websites? The web versions currently earn more usually but aren't anywhere near as stable as the mobile apps.

If you want to run the mobile apps, you need an Android tablet or phone (both should work but I would personally go phone).
If you want to run the websites, you need a Windows tablet/laptop or a Chromebook (not a tablet but similar enough)

Any old win7 lap/pc will work fine must run chrome, dual core with 2 fb ram works great for both

What Sss22066 said, anything will work really as long as it has minimum of 2GB of RAM and Dual Core CPU.

As for specific computers, what I've used:
- HP Stream 7/8 Windows Tablets (usually $50-100 used)
- Basically any inexpenisive ($75-150) used Chromebook except the first 3 that use Atom CPUs (CR-48, Samsung Series 5, and Acer AC700)

There's no best app that anybody can tell you, they all depend on so many factors like location, what device, and many more. Just try some in the Archives section and see which one works best for you.
