I am looking for the cheapest possible android phone that can be rooted very easily. If you guys know of any I would really appreciate any info. I would like to find one that can be semi future proof with at the very least 1gb of ram and a quad core processor.

I will most likely get one that is refurbished or reconditioned to make the price cheaper. Thank you for any info.

I believe that phone is in the $50-$60 range. I am trying to find a good one for under $20 if possible. I was also wondering if it is possible to find a cheap rootable tablet in that range as well?

Personally, I have purchased over 12 "Alcatel One Touch Fierce 2" Phones, They root first time with the Kingroot app using kingroot.net, No issues with that, And I often can find them on ebay going from 20-40 bucks used. and they run Android 4.4.2, with 1gb of Ram. It's a really good choice I feel. I just ordered another for 25 dollars yesterday. :>
