Tremorgames is by far the best for that. I've earned just over $100 worth of Steam games from there and there are plenty of ways to earn.
You have the generic offer wall, referrals, videos, surveys, e.t.c and then you can also play browser games and get coins by getting in-game achievements. You can then redeem the coins for gift cards, Steam wallet, Steam games, cards and emoticons, as well as some backgrounds and other Steam items. You can also trade in your Steam inventory for currency so you can get other Steam items. There's also daily login rewards. The Steam games you can redeem are also a lot cheaper, some being less than 10 cents.
They also host daily giveaways and on the forums you can beg for a game and if your story is good enough the admins will give you what you asked for. I wrote a nice story once and got $20 Steam. Just make some sob story about how your brother got cancer or something.
Its a big site with an active forum and I don't need to try prove to you that its legit or anything. Just check it out and see for yourself.

You seemed very please to work on TremorGames, I worked on it but I didn't like it because you have to spend to many hours to reedem ..
